Он включает в себя полномочия, предоставленные им государством, их активное участие в управлении государством и обществом, независимость таких объединений от государства и государственных органов, защиту прав малообеспеченных, многодетных семей, инвалидов, методическая, организационная и финансовая помощь, а также их работа по решению задач, связанных с социальной защитой лиц с ограниченными возможностями.
