N2  - Water scarcity has become one of the defining constraints on agricultural development in the twenty-first century. Climate change intensifies this problem through higher temperatures, irregular precipitation, longer drought periods, accelerated evapotranspiration,salinization, and growing competition for water among agriculture, cities, industry, and ecosystems. In this context, the old logic of expanding water withdrawals is no longer sufficient. A new paradigm is required, one that combines modern irrigation technologies, precision water management, land melioration, salinity control, drainage rehabilitation, digital monitoring, and institutional reform.
